PMEGP loan documents: the list for an application
These are the PMEGP loan documents an applicant needs. The scheme guidelines list the documents an applicant uploads or attaches to the application (PMEGP guidelines compendium). The list below is from the guidelines as printed by a state implementing agency, the Delhi Khadi and Village Industries Board, so check it against the portal when you apply.
| Document | Who needs it | What it proves | Source |
|---|---|---|---|
| Caste certificate | SC, ST and OBC applicants | That you are in a category that gets the higher subsidy | PMEGP guidelines compendium |
| Special category certificate | Applicants in other special categories, where required | Your category, such as ex-serviceman, person with a disability or minority | PMEGP guidelines compendium |
| Rural area certificate | Applicants setting up in a rural area | That the unit is in a Panchayati Raj area, which earns the higher rural subsidy | PMEGP guidelines compendium |
| Project report | Every applicant | What the unit will cost, how it is financed and how it will repay | PMEGP guidelines compendium |
| Education, EDP or skill training certificate | Every applicant, in the form that applies | Your education where the project is large, or your training | PMEGP guidelines compendium |
| Registration and authorisation | Institutions applying as an organisation | That the institution exists and its signatory can act for it | PMEGP guidelines compendium |
The portal first authenticates your Aadhaar, and then lets you upload these documents (PMEGP guidelines compendium). A self-assessed score is then generated from what you filled in, and you get an Application ID on final submission (PMEGP guidelines compendium).
The guidelines list no separate identity, address or bank papers. The bank, however, asks for its own know-your-customer papers when you open or run the loan account, so keep your identity proof, address proof and bank details handy. This part is general practice and not a scheme rule.
Udyam registration
Every new unit set up under PMEGP must register on Udyam before its physical verification and before the subsidy is adjusted (PMEGP portal). Udyam is free, paperless and based on Aadhaar, and it never needs renewal (Udyam Registration portal). A proprietor gives their own Aadhaar. A company or LLP gives its PAN and GSTIN along with the authorised signatory's Aadhaar (Udyam gazette notification). See the Udyam registration guide.
EDP training certificate
The Entrepreneurship Development Programme (EDP) training is compulsory before the bank releases the loan (PMEGP guidelines compendium). You give the training certificate to the bank within 10 working days of the sanction, along with your own contribution (PMEGP guidelines compendium).
If you already completed at least 10 days of offline or 60 hours of online EDP, skill development or vocational training, you do not need to train again (PMEGP guidelines compendium). Keep that earlier certificate.
Is a project report mandatory?
Yes. The project report is one of the listed documents (PMEGP guidelines compendium). The online form links to a template that lets you prepare your own report (PMEGP guidelines compendium). The PMEGP project report guide explains what it should contain.
Apply online: what to keep ready
You apply on pmegp.msme.gov.in, which Indian Bank hosts (PMEGP portal). Before you start, keep these ready:
- your Aadhaar number and the mobile number linked to it;
- the project report as a file;
- your category and area certificates, if they apply;
- your education, EDP or skill certificate;
- the name of the implementing agency you will choose.
The portal also lists user manuals for a new applicant and for a second loan, and offline forms in regional languages. Offline forms go to the nearest implementing-agency office (PMEGP portal, Ministry of MSME annual report 2025-26). The portal's screens change, so follow its manual.
Documents the bank asks for at sanction
The agency forwards your application to the bank. The bank then appraises the project and takes its own credit decision on its viability (PMEGP guidelines compendium). It may ask for its own papers beyond the portal list. The bank charges its normal rate of interest (PMEGP guidelines compendium).
Banks may not take collateral on loans up to ₹20,00,000 to micro and small enterprises, for loans sanctioned or renewed from 01-Apr-2026. The RBI direction names PMEGP units specifically (RBI notification, RBI notification, 09-Feb-2026). So you should not need to offer property for a loan within that limit.
Before you submit
- Check that the name on your Aadhaar, caste certificate and bank account is the same.
- Check that the project cost excludes land and that the loan, subsidy and own share add up to the project cost.
- Keep a copy of every uploaded file and your Application ID.
- Run the free loan readiness check if you want to see how a lender may read your plans.
